Job Description:
The PositionParker Water & Sanitation District (PWSD) is seeking
an experienced and collaborative financial executive to serve as
its next Chief Financial Officer (CFO). This is a compelling
opportunity for a visionary leader who is motivated by the
challenge of guiding a growing utility through strategic financial
stewardship, enhanced operational efficiencies, and outstanding
customer service. The CFO is a key member of PWSD's executive
leadership team and reports directly to the District Manager. This
individual plays an instrumental role in shaping the long-term
financial sustainability of the District while helping advance its
mission to deliver exceptional water and sanitation services to the
community. The CFO has the unique opportunity to shape the fiscal
and service future of a district that plays a vital role in the
quality of life for residents and businesses throughout the
region.The CFO oversees and directs all financial functions for the
District, including accounting, treasury, budgeting, investments,
and procurement. Additionally, this position is responsible for
customer-facing operations, including billing, customer care, and
field services. This dual emphasis-financial stewardship paired
with service delivery-positions the CFO as a critical bridge
between fiscal integrity and community trust.As the District
continues to grow and evolve, the CFO ensures PWSD's financial
resources are managed in alignment with best practices, applicable
regulations, and strategic priorities. The CFO directs and supports
the Finance, Procurement, Customer Care, and Billing teams,
building a culture of engagement and performance. This includes
fostering professional development, holding regular one-on-one
meetings, identifying coaching opportunities, and aligning staff
priorities with organizational goals.The Chief Financial Officer is

BenefitsThe salary range for the Chief Financial Officer is
$156,000 - $260,000 and the hiring range will depend on the
qualifications of the successful candidate. Parker Water &

years of progressively responsible experience in finance leadership
and customer service, with a minimum of five years in a management
capacity is required. Utility experience is highly desired,
including a background in bonds, rates, and fees. Experience in
developing performance benchmarking and service level measures is
critical. Strong budget and audit experience is essential, as is
banking and investment expertise. Prior experience working with a
board or governing body is required.A bachelor's degree in finance,
accounting, public administration, or related field is required. A
Certified Public Accountant (CPA) or Master of Business
Administration (MBA) is required. The CFO must have a Motor Vehicle
Record within the Acceptable or no less than Borderline rating
according to the Vehicle Policy.
