On-Call Response Essential Duties & Responsibilities: Responsible
for collecting accurate meter reads on assigned routes via mobile
and hand-held devices utilizing current technologies. Ensures data
is captured and transferred to the Water billing team in a timely
and accurate manner. Responsible for obtaining skipped meter reads.
Performs basic maintenance and repairs on meters and meter
transceiver units (MXU) to avoid future skipped reads. Completes
customer service work orders related to malfunctions on water
meters with home or property owners. Responds to customer service
work orders, conducts routine pressure tests at various points of
water system infrastructure. Performs basic flow detections and
basic Chlorine testing and documents findings and reports
information to the Meter Services Specialist who will then report
it to the Meter Services Supervisor if further action is needed.
Captures final billing reads for Water Billing Team for transfer of
water service. Responsible for disconnects and reconnects of water
service due to customer delinquencies and non-payment or due to
property inspections and private plumbing issues at customer
request. Explains readings to customers and responds to routine
customer complaints and questions about water service disconnects
and reconnects. Responsible for the installation, inspection,
maintenance and replacement of residential meters, registers, meter
transceiver units, curb stop boxes and meter pits to ensure
accuracy and integrity of metering infrastructure related to water
service for residential customers. Conducts routine inspections and
re-inspections for residential meter sets as part of the
certificate of occupancy process. Reports variances to the Meter
Services Specialist and if needed for review by the Meter Services
Supervisor. Participates in the Department on-call rotation
consisting of on-call duties for one (1) week out of every five (5)
with a maximum response time of one (1) hour. Participates in the
Town’s snow removal rotation program. Will have scheduled on-call
responsibilities through the winter months to remove snow using a
4-wheel drive pickup. Snow removal shifts are typically 12 hours in
duration. Performs other duties as assigned or required. Minimum
Qualifications: An equivalent combination of education, training,
and experience that demonstrates required knowledge, skills, and
abilities may be considered. Meter Services Technician I:
Generally, a High School graduate supplemented by one (1) year of
related work experience in water meter infrastructure, public
utilities, plumbing, irrigation or locating is preferred ; or any
equivalent combination. A Valid Colorado Driver’s License is
required. A valid Colorado Class A CDL driver’s license with Tank
Vehicle endorsement is required, or ability to attain within 6
months. Meter Services Technician II: Generally, a High School
diploma or GED supplemented by two (2) years related work
experience at Castle Rock Water or a combination of at least three
(3) years’ related work experience in meter infrastructure, public
utilities, plumbing, irrigation, or locating; or any equivalent
combination. American Backflow Prevention Association (ABPA) or
International Association of Plumbing and Mechanical Officials
(ASSE) Backflow Tester Certification required. Class 1 Distribution
Certification required. Trench Safety Certification and Forklift
Certification required. Valid Colorado Class A CDL driver’s license
with Tank Vehicle endorsement required. Meter Services Technician
III: Generally, a High School graduate or G.E.D. required. College
level coursework in construction, engineering, physical or
biological sciences, or a related field preferred . At least four
(4) years’ related work experience at Castle Rock Water or six (6)
years’ related work experience in water meter infrastructure,
public utilities, plumbing, or irrigation; or any equivalent
combination. American Backflow Prevention Association (ABPA) or
International Association of Plumbing and Mechanical Officials
(ASSE) Backflow Tester Certification required. Class 2 Distribution
Certification required. Collection 1 or Water D Certification
required. Trench Safety Certification and Forklift Certification
required. Valid Colorado Class A CDL driver’s license with Tank
Vehicle endorsement. Must be able to work the first three days of
every month including holidays and/or weekends consistent with
Castle Rock Water billing cycles if needed to cover as backup for
Meter Technicians or Meter Services Supervisor. Knowledge, Skills,
and Abilities: Ability to draw conclusions, make sound judgments
and offer recommendations based on a combination of facts, data,
experience and observations. Sound working knowledge of tools,
methods, techniques and materials used in the installation and
maintenance of water meter infrastructure. Includes, but not
limited to meter pits/vaults, curb stops and all common types of
meters and meter transceiver units. Ability to establish and
maintain effective working relationships Ability to safely occupy
confined spaces for maintenance, installation, inspection and
repair on water meter infrastructure. Ability to adhere to and
implement departmental and Town codes, policies and guidelines,
standard operating procedures and supervisory directives. Working
knowledge of the Microsoft Office applications such as Outlook,
Word and Excel. Ability to independently prioritize multiple tasks
while still accurately completing service work orders under tight
deadlines. Ability to apply basic mathematical skills used in
everyday calculations. Ability to apply safe driving practices and
principles when operating equipment and vehicles. Ability to use
and interpret basic maps. Ability to identify occupational hazards
including confined spaces or other potentially hazardous situations
and know the proper procedures to address the situation. Ability to
communicate clearly and concisely with internal and external
customers verbally and in writing, both in person and via the
telephone. Ability to work both independently and in a team
setting. Ability to operate mobile data collection devices and
electronically transfer data to the core billing system. Ability to
work the 1 2 and 3rd of each month, regardless of whether those
days fall on a weekend or holiday. This is when meter reading
occurs. Ability to work an on-call schedule consisting of one week
out of every five weeks with a maximum response time of one hour.

Equipment Used: This position may require the incumbent to
