Salary: $75,035.65 - $105,049.91Job Summary:Under the general direction of the Public Works Director, this position is responsible for developing and sustaining a strategic citywide Asset Management Program using Cityworks Asset Management software and industry best practices. Oversees the development and maintenance of the Asset Management Systems that support and optimize the data collection and analysis of infrastructure data which impacts operating and financial decisions. Responsible for designing a program framework, including program goals, strategies and performance measures, and developing needed asset management policies. This position will manage and coordinate physical inspection, evaluation and rating of City of Greeley infrastructure that will then be used to by staff to develop maintenance and capital replacement programs.Experience, Knowledge, Skills:Bachelor's degree from accredited college or university in Civil Engineering, Engineering Technology, Construction Technology, GIS, Planning or similar field; or equivalent work experience.Five (5) years of progressively responsible experience in Asset Management and condition assessment of assets or related experience;Experience in Computerized Maintenance Management Systems (CMMS), database management, and software tools including GIS and GPS systems.Considerable knowledge of and ability to apply the principles and practices of organization, management and personnel administration in the operation of a municipal division.Knowledge of building infrastructure, streets, drainage, traffic signals, water and wastewater systems including water and wastewater plants, water distribution and wastewater collection systems including lift stations and associated terminology, principles and practices of infrastructure management including operations and maintenance and lifecycle management.Must possess the initiative to manage multiple tasks independently with little direct supervision.Must be team oriented and have the ability to transparently discuss issues with immediate supervisor as well as customer divisions and subsequently, prioritize various tasks and develop an action plan to achieve the desired goals.Must possess skills in managing time, setting priorities, planning and organizing work and where appropriate work of other employees to achieve specific objectives in the most efficient way possible within the resources available.Knowledge of management and administrative practices.Ability to write and present reports in a clear and concise manner.Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.Ability to manage and coordinate staff not all in the same central location.Must be able to work efficiently with little supervision, a high degree of independent judgment and reasoning, and have an aptitude for problem assessment and problem solving.Must be a self-starter with a capacity and ability for collaborative thinking and strong task prioritization.Must have strong oral and written communication skills, strong interpersonal skills and demonstrated ability to effectively communicate at all levels within and across the organization.Essential Functions:Implements approved asset management policy, processes and procedures for City of Greeley infrastructure aligned with City goals and objectives and industry best practices.Ensures asset data and assessments are accurate, timely and updated appropriately to enable decision making and planning for maintenance and capital programs.Provides expertise and leadership delivering a risk based infrastructure asset management program consistent with goals and objectives of the city.Responsible for analysis and preparation of asset management plans, including creation of asset lists and hierarchies, identifying asset inventory and condition, calculation of business risk evaluations, determining asset net present value and life cycle costs, developing alternatives for cost-effective operation and maintenance and long-term investment.Support condition assessment of existing assets and improve to enhance capital improvement planning and budgeting.Responsible for working with city staff to compile asset inventory and condition data into a format to allow for analysis of life-cycle costs and business risk evaluation.Responsible for monitoring and communicating Asset Performance through reporting including life cycle analysis, asset performance analysis for capital and Operation and Maintenance funding and other analysis required for Operations via Strategic Asset Management Plans, and Asset Management PlansCoordinates the production of maps in the GIS environment for water, wastewater, streets, storm drain, traffic and other facilities reflecting existing conditions, projected decline of facilities, remaining life, and potential life extension utilizing established condition assessment software.Coordinates with GIS for updates of maps annually from ongoing inspections and ranking modifications.May lead projects and/or teams.Supervises and coordinates work with staff assigned from operations divisions to support the asset management program.Oversees an effective condition based assessment program for facilities including building infrastructure, streets, drainage, traffic signals, water and wastewater systems including water and wastewater plants, water distribution and wastewater collection systems including lift stations.Works with operational staff to review, analyze, evaluate and prioritize data to make recommendations to assist in the development of annual maintenance and capital improvement programs for city infrastructure.Responsible for management and providing technical knowledge of asset management programs and practices, Cityworks asset management software, and GIS applications of multiple City departments and assets.Responsible for preparing reports, estimating costs, presentations, determining individual project needs, and creating work plans, when needed.Compares current system performance against other similar industry benchmarks to establish best practices and improve system processes.Responsible for coordinating with outside consultants related to asset management, communicating with City staff.Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.Working Environment:Subject to driving a City or personal vehicle in all weather conditions for business purposes;Subject to working alone and/or with groups and/or attends meetings;May be required to travel with associated risks inherent to travel by car;Spends extended periods of time at fixed workstation;May be required to conduct business in alternate locations within City buildings or field sites, sometimes in formal settings;Physical Requirements:Ability to sit or stand at a computer for long periods of time.
