Position DescriptionAssistant Director for Early Care and Education ServicesSupervisorEarly Childhood Initiatives DirectorGeneral DescriptionThe Assistant Director for Early Care and Education Services requires deep understanding and analysis of complex early childhood issues, including early care and education, social and emotional development, and ability to address issues at the policy and systems level.This position is responsible for administering and oversite of quality improvement grant programs/initiatives, including Child Care Provider Professional Development, Child Care Resource and Referral, Colorado Shines Child Care Provider Quality Improvement, Expanding Quality in Infant and Toddler Care (EQIT), Emerging and Expansion Grant and Family Business Solutions. This position works closely with the early childhood staff serving child care and supervises the Early Care and Education Specialist. This position is responsible for ensuring that all grant program activities are in alignment with their stated objectives, appropriate documentation is maintained, and all grant reporting is completed in a timely manner. Additionally, this position is responsible for producing programmatic reports for the early childhood council, internal staff, and other external stakeholders.ResponsibilitiesSupervision RoleDirectly supervises Early Care and Education Specialist, Quality Improvement Coaches and EQIT Instructors.Lead CoordinatorResponsibly for coordination and alignment of internal program supporting individuals providing child care in Weld County.Manage & Oversee Quality Improvement program for licensed providers* Represents the early childhood council, Reading Great by 8/UWWC at community and state level, in collaboration with the Early Childhood Initiatives Director.* Participate in planning the administration of quality improvement (QI) services. Align with other internal grant efforts to streamline the process and avoid duplication of services.* Ensure all quality support team members have the professional development and knowledge to offer quality services to ECE programs.* Coordinate with program partners, contractors and sub-contractors to ensure the high quality, responsive and transparent implementation of QI initiatives.* Monitor compliance with statutes and regulations related to QI initiatives.* Work in cooperation with the committees overseeing quality initiatives to develop the policies and procedures governing these quality improvement initiatives.* Provide overall quality improvement management for QI initiatives including:* Organization and implementation of programs and services to meet goals and outcomes.* Work with contractors, partners and subcontractors to develop annual contracts.* Oversee quality assurance and service effectiveness; recommend changes and assist the development of methods to increase both program and service delivery effectiveness and efficiency as necessary.* Manage the coordination and assignment of coaching services provided by the early childhood council as well as other sub-contractors to ensure high quality, consistent and responsive service.* Conduct site visits to early childhood programs when deemed necessary.* Provide fiscal management of quality initiative budgets, including:* Collaborate with Early Childhood Initiatives Director to create annual program budgets.* Track and monitor program expenditures related to quality improvement work.* Coordinate with program staff and the finance team to reconcile budgets and participate in updating financial forecasts based on monthly programmatic activities and reports.* Maintain monthly and quarterly reporting deliverables with both contractors and sub-contractors that include financial expenditures and metrics on quality improvement activities.* Review and approve financial payments for check requests, reimbursements, and other payments for QI services and resources.* Work collaboratively with other staff to effectively braid funding streams to enhance QI services and offerings.* Work to understand and resolve provider complaints, concerns, or disputes about any aspect of the quality improvement initiatives and services provided (coaching, rating, assessment or program administration).* Write and submit quarterly and annual reports related to Colorado Shines Quality Improvement Program initiatives.Oversee Early Care and Education Services Activities* Maintain a solid understanding of the various quality rating systems and processes, including Colorado Shines, NAEYC accreditation, NAFCC accreditation, and Head Start.* Assist with staffing the licensing/community partners committee(s), ensuring that committee agendas and meeting minutes are prepared and distributed in a timely manner.* Support community child care activities as determined necessary including serving on the Aims Early Childhood Education Advisory Committee.* Facilitate the Weld County Child Care Director's and licensure staff meeting as needed.* Coordinate efforts with Weld County's Early Childhood Council (ECC) staff and other community partners to support systemic efforts and organization-wide events.* Attend all ECC meetings as required, and other relevant committee meetings held by other community partners, contractors and sub-contractors.* Contribute to monthly provider newsletter and weekly email content, including local, statewide and national relevant resources.* Participate in appropriate child care associations including the Early Childhood Education Association of Colorado, Weld County Family Child Care Association, and any other early childhood association.* Participate in applicable statewide meetings and events.* Work with other UWWC staff to develop written content for grants, promotions, communications, volunteer campaigns, etc.* Develop and maintain positive relationships with agencies, organizations, volunteers, funders, and community members throughout Weld County.* In coordination with Resource Development, develop resource partnerships and resources for in-kind donations that contribute to program activities.* Remain current with children's issues in Weld County, Colorado, and nationwide.* Increase knowledge of Early Childhood Education (ECE) theory and best practices.* Other duties as assigned.Expanding Quality in Infant and Toddler Care* Manage EQIT grant outcomes, instructor contracts, and quarterly reporting.
